No extension cords!
Not sure if you were running it like I see in the picture but Maytag's do not like to be plugged into extension cords. They draw a lot of power when going into spin so need to be plugged directly into an outlet.
First lift up the machine and see if both belts are still on...
Not Frost-Free
This is a manual defrost model. It is in VERY good shape for its age. I would definitely take it if I were you.
I recommend moving it in an upright position if at all possible. I moved one on its side once and even after letting it sit upright for 24 hours before plugging in...

bottom panel off?
I notice in the picture your bottom panel cover is off. I assume it was off during your test? From my experience the t-stat is sensitive enough that the cooler air coming in under the dishwasher affects what it is sensing and so it never detects the true temp of the water in...
