    Melted plastic I would try putting the racks in the dishwasher see if warming it up helps scrape it off? ? also would the DW detergent help in removing the plastic? Do you have a wire brush for the BBQ ? That may help.

    If its to fit in a Servis type washer It won't work as Hotpoint agitators fit onto a tripod with a long screwed knob, You would be better off finding a Servis twin tub agitator as they would fit the hexagon drive that you have.

    Wire wool and a lot of elbow grease. Its the dishwasher detergent it eats into the Aluminium and caused blackening its perfectly harmless just wash by hand in future
