If you are referring to a new washer the reason for the stopping and starting is it is sensing the load in the machine and what amount of water is going to be needed to wash it. That would be normal operation for that machine.

Looks like there might be a logo right above the spin tub lid ( it's just about center between the two right hand dials on the control panel). Is the a Montgomery Ward Signature logo. I don't know who would have made it for them.
