I'd say oven , as why would they put a warming oven with a window in there, unless during the day, they had "Dough Rising Watch Parties".

It's a broiler below the oven.  Not a double oven.

I'm with Bob

It doesn't look like you can use the oven and broiler at the same time (single thermostat) so I wouldn't consider this to be two separate units.
