Chatzilla (part of firefox) and an IRC room perhaps?
The easiest way of creating a new one would be just set one up on one of the old IRC networks i.e. the undernet or something.
We could use Mozilla's Chatzilla (a plug in for firefox) or whatever IRC client you like.
