Sanitize temperature is 153 to 155 degrees F.  Yes, it has a cold wash cycle.  I've only used the presoak option once in the 2 years, 10 months I've had my machine.  If you will read the P172 guidelines online that requires the standards of what has to be met in order to be deemed domestic sanitization it will explain.  You can also download online the user manual at the Whirlpool web site.  when you click on the link to see information about the model, there are a series of tabbed options that includes a tab for manuals.  The pedestals may be valuable to you since you have difficulty bending over and bending down to get inside the washer--but it's o different than bending down to get into a clothes dryer either.  I personally use a little step stool that puts me at the right height as I sit on the stool and load and unload the dryer and transfer laundry between washer and dryer.
