HOW CLEAN COMPACT BUMPER?

I am building another racer only out of a nasty dirty Compact. It was found in a flooded business basement - white, dusty corrosion inside the case and the bumper is black with scum. I know y'all have recommended something to clean bumpers but I could not find it. What is your recommendation for cleaning up the bumper?

I'm sure you will get all kinds of replies but I have always used high quality lacquer thinner on an old washcloth and I recommend wearing gloves as the stuff will eat through your skin and fingernails but does a hell of a job!
