There's a POD of a JC Penney's TOL washer with the same control panel style. Gas dryer. With this being a Big Load dryer, it's probably pretty high up in the JCP line at the time.

All GE by this point, JCP had a long relationship with Hotpoint prior to (these) machines so GE had an "in".
These were still hot point products.
While Bob is correct that these are based on the Hotpoint models, they were produced in the GE factory at Appliance Park in Louisville, KY. Production of these items in the Hotpoint plants in Chicago had ended by this time.
