As I've said many times before, your Silver Shower gimmick will yield cleaner silverware if you relegate that idiotic Silver Shower Silverware basket to a display somewhere and use the more conventional GE silverware basket that's open all around. It looks like those bottom racks were originally designed to accommodate this basket:
