I have a WP DD washer and the spin clutch seems to be getting weak... I'm wanting to modify it to be a magnetic clutch that NEVER, EVER, EVER wears out. Since it never wears out, it could be a spin drain machine, so what can I do to bypass the neutral drain assembly w/o making it spin while agitating or agitate while spinning while spending spending as little $$$ as possible?

You would have to open the gearcase, take the spin gear off and remove the latch from the neutral drain plate. Replace spin gear and your done, no more neutral drain. Don't know what your plans are for the clutch but it is designed to slip at beginning of spin cycle. It doesn't have anything to do with neutral drain.

WP sells a Heavy Duty 6 pad clutch for DD washers that you will never waer out even if you make your washer do spin drains.
Designing and installing a magnetic clutch would likely be very costly, I would guess it could easily cost between $3000.00 and $6000.00.
I think that you would be crazy to want to make the washer spin drain, doing so turns your clean clothing into a sediment, dirt and lint filter, your clothing will not be as clean or well rinsed and will turn dingy over time compared to allowing the machine to operate as designed, to say nothing of more balance problems that could even cause the washer not to always get up to full speed resulting in wetter laundry.
WP tried to get away with making the DD washers spin drain and it was a dismal failure, every washer built today in neutral drain, except SQ TL washers, and they soon will be.

I use that washer STRICTLY for SHOP RAGS, so it doesn't matter if they're dirty or not. And plus, I could super glue neodymium magnets to both sides, so that could work for the clutch. Also, could you plz send link for the heavy duty clutch?

Remove the long curved metal piece, that is the latch. The 6-pad clutch is available as part number 3953062 however I have a Whirlpool document that seems to indicate that the 3-pad clutch is the better of the two?

torque to the clutch housing which will minimize
the time for the washer to obtain full spin
