You might try any good cleaner designed for iron soleplates. Faultless makes some in a tube that can be found at K-Sears or other hardware stores. Suppose also you could use a polish or perhaps a paste of Bon-Ami with a litte water, just make sure it all is removed before using the iron.

Identical experience

I bought a similar GE travel iron about 10 years ago and it too had corrosion on the soleplate. Since the unit was unused (in the box since 1955 - bill of sale was attached) I decided to find a solution.
I did find an appliance shop that buffed out the soleplate for $4.00. The iron looked like new. I used it until security issues (and the frequency of irons in hotels) caused my travel iron to retire.
I posed the question "How to polish soleplate" on this forum some time ago. Someone recommended a buffing wheel and jewelers rouge. I bought the products but never tried it out so I can't say for sure if the concept works.
