"can u mix high efficiency and regular laundry detergent so regular will not foam as much"?

Probably will foam less, but how much less is a big question. Some HE detergents contain suds suppressants. Others seem to have lower sudsing surfactants or less surfactant in general to accomplish the goal.

One technique mentioned here is to put some natural soap in with the regular detergent to suppress sudsing. The soap tends to dampen the sudsing of synthetic detergents, and vice verse. One can also add some fabric softener to the wash water and achieve similar results.

Currently I do a lot of loads in my front loader using grated natural soap flakes (Ivory) and STPP. I add STPP based on the load size and soil level. I meter the soap to adjust the suds level. It seems to work quite well, and the final result is softer than with detergent, without a need for fabric softener.
