Soft, upper roller pin

Hello. I'm tinkering with a 1937, model 32 Maytag. I've noticed that the soft, upper rolling pin roller is loose from its Center core. Is this supposed to be in idler roller or is it supposed to be attached to the center core? Any help would be appreciated, thank you.
