When did TSPP sources dry up?

Nope, that is Trisodium Phosphate (TSP)... It's the polyphosphate that was in detergents and Calgon...

I can get a 50lb bag of STPP at Wausau Chemical for around $60.00.  I can buy it over the counter.

That's cheeep for a 50# bag, Tim. Here, my chemical supplier sells 50# for around $100. I'll ask next time I'm in there to see what the price is now. There was a big spike in the wholesale price a few years back as China had cut way back the export of phosphates.
