The vulcanized rubber pump rotor is slipping on the shaft, you might be able to epoxy it in place or fashion a new out out of plastic, these pumps were so low efficiency and slow even when working that as long as it was vaguely the same shape it would work enough.

Either go with a top of the line enzymatic powder like Tide+Bleach or a commercial high concentration, high alkalinity, low phosphate detergent such as Arrow Chemical Products, Inc. #475 AWS powder. Both seem to give good results provided they get warm or hot water. Another fair option, though...
