Check and see if the water valve isn't blocked. I'd also check that sufficient water flow and pressure are coming into the dishwasher so there's enough pressure without cavitation. In other words, the pressure should be constant.

If the pump is cavitating, chances are that there's not enough water.

I prefer a deep rinse. Today's spray rinses don't work as well.
