rusted racks It could be long to find a top rack in good shape. I've fixed mine with silicone tape about 8 month ago. It looks a bit special but the tape did not deteriorate at all.

I don't know the circuit but if this board only need 5V, 11.4V is fine for the Vreg input and a 7805 can draw 1A. You measured 5V at the 7805 output ?

12V DC Do you measure 12VDC at the regulator output ?
