Guys, it turned out all I needed was to replace the retaining clip (holding key) and the retaining bolt (screw). The new radial bearing quiet the spinning tremendously...it's excellent...but, spinning to a stop, the brake makes a slight 'wrenching' sound...what else can I use to oil the brake...I have Maytag transmission oil and 3-in-1 multi-purpose oil available.

Glad to hear you were able to fix the problem without having to install a new damper!

As for the oil, Maytag transmission oil is what the factory recommends. 3 in 1 is too light. If the brake is screeching, pour at least 1 tablespoon of oil in the brake package.
 
The washer is still making a slight wreching sound at the end of the spin cycle. Although, I oiled the brake package...could it be that I tightened the retainer bolt too tight? There is also a new rattling noise as it agitates.
