Your homes heating and a/c is a balanced system. Equalized air flow runs throughout. When you close off vents, you can unbalance the system. At least that's what I have heard.
For homes that have a second floor, there is a electric diverter that will send more cool air upstairs when needed.
If you house heats/cools unevenly, a heating/air conditioning specialist can balance your airflow for a better result.
And as for roof mounted A/C I have seen those predominantly in Arizona, Nevada and New Mexico as well as some desert sections of California.
