Hmm. Well, I don't have one of those, my KA is a lift-bowl. However, I would look at the bushing or shaft that holds the two parts together. Maybe it's too worn to give a solid connection? It's my impression that the tilt head on these mixers, even when new, can move slightly under load, but not "bobbing around". It's a reason why I prefer the lift-bowl design, which seems to be inherently stronger.

Another thought is that the latching mechainism is worn or mis-aligned.
 
did you play with the height adjustment screw?

I have a beautiful 4C, the original bowl broke in shipping(DAMMIT UPS!) so I got another from ebay which required the head to be adjusted to the new bowl.
If the beater is scraping the bowl, adjust this screw and it should fix the problem.
At least thats what I am reading the issue to be?

Glad you have a 4-C mixer! I have one also and really enjoy using it. As for the reason why the head may be bobbing, the first thing I thought of is whether the beater has a warp at the bottom of it. Take a look at it and see. Also, check your bowl at the bottom and see if it's a bowl designed for a 4-C. I once tried using a bowl from a K45 model on my 4-C and that caused some bobbing. Let us know how that works for you!
 
Well, I did take a look

Thank you! I did go on ebay and get the glass bowl for it to make sure that was not the issue, I went ahead and ajusted the screw, as shown above, and I think that it needs to go to the KitchenAid docor. We are fortunate here to have service right here in Portland. If you can think of anything else, I am all ears!
