Affinity can´t spin

Hi guys

I have a friend here in Brazil with some trouble with his Affinity washer.
It just can´t spin small loads.
It takes hours and hours trying to balance the load and finally the cycle finishes with chothes soaking wet.

I also have the same model, but it spins normally even with only one wool sweater inside (unbalance). the only difference when it´s unbalanced is the low max speed (only 500 rpm)

Worst case scenario.... in his city there´s only one Electrolux authorized service and their service sucks. The "technician" (sic) said it´s normal and front loaders do not spin very well (poor dumb boy).
So maybe he'll have to deal with this trouble by himself.

How we can help him? I´m used to build washers, but his case seems to be one of those terrible cases which everything seems to be perfect, but for a reason there´s something very wrong hidden on it.
 
Other in the group probably know better than I do about these, but isn't there a balance switch behind the drum casing that can be moved or bent backwards to alleviate the off balance issue? I thought I remembered someone here mentioning this previously?
 
Is it sitting level and stable? If the machine has a lot of "play" in it where it is sitting it will have a hard time with small loads. It needs to be anchored in position, If the machine lurches from side to side trying to spin it will throw the off balance switches a lot easier.
