It is most likely a 1946 - 1949 model. The earlier version from 1938 - 1942 was constructed differently, with the two surface units on the right, and the oven door inset into the cabinet. The 1950 and later models used the thicker Radiantube elements.

These little ranges were popular after WWII when people were converting large houses into apartments to accommodate returning armed service members. In 1947, my mom and dad made an apartment in the attic of the house his family owned, and it had a small range like this. Jim and Glenna - a newlywed couple - were the first residents, and lived there until 1951. My mom talked about Glenna making homemade candy and donuts. They became life long friends of our family.
 
I have one of these ranges. It is 20 inches wide which can be proved by looking at the 24" GE next to it. The oven uses open coil heaters. A friend's mom had a collection of cookbooks and range manuals and one of the manuals was for a Pre-1950 Frigidaire range and I was intrigued by the heating pattern of the two tube surface units. A friend had the 40" version with these surface units.

In USA standard range sizes run 36", 40" and 60" in width. Smaller "apartment sized" ranges run about 20"-21" or 24" give or take. Depth and height are same across the board (36" tall, depth varying between 25" to 27" deep)

Malleable Iron Range Company (aka Monarch Range) built first 20" electric ranges for employees working on the Manhattan Project back in 1943.

It was off to the races ever since. Rise of apartment living post WWII (and building) coupled with housing shortage causing creation of apartments in small spaces created a need for smaller kitchen major appliances.

Alterative was filled by vast and bewildering array of hotplates and small portable ovens including things like Westinghouse's famous "roaster" oven.

When the planned community of Greenbelt, Maryland was built in 1936 and then the defense housing in 1941, the kitchens were equipped with 21 inch electric ranges with three surface units. Thank God there was no natural gas service to the town which was in the middle of nowhere. Everyone cooked electrically, even the industrial kitchens in the schools. Oil and coal fired the boilers for heating and hot water until the 1980s when the cost of oil grew to be too burdensome. A huge program replaced the metal frame casement windows, decommissioned the boilers,Insulated the attics, heavied up the electrical service to each unit and put in individual water heaters and baseboard electrical heat.
