Given that kitchens in the EU have long been a kind of off-the-shelf mix and match cabinet system, there is and was a very specific design system that didn't have adjustable feet for the cabinets.
Those usually had the typical 82cm height which added up to the typical 86cm work top height.
But you really only find that on new kitchens in the VERY BOTTOM price bracket by now - or in old kitchens.
Nowadays, most kitchen cabinets systems allow for countertop heights anywhere from 80 to over 90cm.
My mum is relatively short, so she had her new kitchen designed a bit lower down - but had the DW elevated in return.
That also led to the EU phenomenon of tall tub standard height DWs where manufacturers tried to slim down all the components in the machine base to gain a few centimetres in tub height.
Or the exact opposite: VZug put a standard height DW on to of an additional base, creating an 87cm DW with standard tub - and heatpump.
