I prefer RustOLeum's spray "Crystal Clear Enamel".

Scrub the agitator well with a strong grease-cutter and make sure it is completely rinsed and clean. Allow to dry completely.

You might want to practice by spraying the underside of the skirt just to get a bit of practice. Because---- you sure don't want it to "drip". Also, be sure area is well ventilated---I go outside---but make sure the wind is calm and there is nothing to get over-spray on such as a nearby parked car or eyeglasses, etc.

I always start towards the top of the agitator and spray my way down. I do three or four coats allowing each coat to dry overnight. Then I allow the agitator to sit in a dry place as long as I can--weeks sometimes---just to allow the enamel to set well.

I have made some pretty worn Bakelite look new this way.
 
I've used cordovan shoe polish on an old radio, but that isn't really practical for washing machine parts!
