Filled with a hose...

I had a friend with a similar vintage KM washer that literally dribbled water into the washer.  It took almost 30 minutes to get the machine to a ex-large water level.  I replaced the water valve the next time I was there.  Night and day, of course.  It's really amazing what people will put up with and adapt to.

Spray and wash is not your friend.

Poor thing, it may very well be in fair shape if you replaced the fill valve and added a donor control panel. I like it when an ugly duckling gets a new life. alr
