When purchasing a house in the UK I assume looks around just the same as Americans do and offers as much money as the purchaser deems the house to be worth. THis offer may be accepted or not and thus goes into negotiations.

Kitchens and Bathrooms are usually included in the state they are in at the time of offer but a house does not have to have such fitting by law as it is sold how the buyer deems fit just the same for renovation work - houses are usually cheaper without such fittings.

Renting OTOH is a different kettle of fish. Im not sure theres a law about rentals having to have kitchens fitted, I suppose they dont have to be as a tenant could use free standing benches and tables etc but it is law for a cooker to be installed and provided by the landlord.

Im not so sure that people would pay rent money if there were no bath facilities either.
 
Fitting Out

Whilst I am not 1005 sure of the legal requirements, unless a house has a working kitchen sink and bathroom it is deemed as "not habitable" and it is virtually impossible to raise a mortgage or loan on it. And of course people's expectations have got higher and higher over the years - when my last home was built in 1991 (it was at the lower end of the market) it came with a sink drainer, thee wall cupboards, a 20" drawer unit and a smaller single cabinet. Nowadays it would come fully fitted out with almost certainly built in oven, hob and maybe fridge/freezer. Sadly these, along with the cupboards are usually "builders grade" so you know what that means .....
