It looks like someone took off the (laminate) wood top from a portable dishwasher and set it on top of this. Maybe to protect the finish?
That wood piece is certainly not original. It's not even centered. But it fits reasonably well. A 24" dishwasher top sitting on top of a 27+/-" wide dryer. That works.
