I think Brastemp is Whirlpool's division in Brazil, so yes this is most likely in Portuguese.

I love this commercial and wish too that I knew what the fella's saying.

It seems to have something to do with perhaps not having feet? or something to do with standing on the basement floor?

Anyway, it's very catchy, and about the cutest thing I've seen on the internet recently.
