It's not a Hoover "Vogue"; more likely a Moulinex, or a Krups, or some other European cylinder.

The Electrolux cylinder rings a bell: small, cheapy thing, and the small tools were merely clipped into recesses on the underside of the cleaner. Tiny paper bags too. It was the cheap range, as opposed to the superior "Dolphin" range.
