What is the purpose or reasoning behind a dual coil broiler element? What does the outer coil do? How is it wired?

mainly, it is the inner element for grilling (broiling) a small batch of food, the outer element can be switched on at the same time for larger batches of food.
If this double element is in the top of an oven, it can be more varied. Sometimes the outer element is lower wattage and is used in tandem with the round fan element or bottom oven element to give a little extra browning during a roast. Alternatively, the elements can be wired in series to give gentle heat from the top, as each element only "sees" half the supply voltage, so runs warm rather than hot. Again, this would usually be in addition to the round fan element or bottom element.
My sister recently bought an Ilve oven which has several cooking modes using a combination of elements. The Artusi linked below is almost the same oven, but the Artusi brochure shows the function selector more clearly.

Vulcan in Australia used to make a small benchtop cooker which used the same elements for pots on top or for grilling (broiling)below.
Each side had a pair of elements that could be set to full, half or simmer. Simmer was the two elements in series so they ran at half heat.

Profile oven has a 6 pass broiling element, and an 8 pass under floor bake element.

It uses the electronic control and thermostat sensor to cycles the relays. So it has two relays for the oven rather than one. One for each elelment.
The display is under glass.
Newer modeles have a plastic window. You can adjust the oven temp. in 5 degree increments in the edit mode if your oven runs too cool or hot.
