The Cement blocks are for counterbalancing and steadying the drum when the machine is washing and spinning.
I have already replaced both of the springs on my machine and my sister-in-law's 9150 unit which made it a little better. And I also installed additional shocks on my own unit..It comes with only 3 so the drum is not well balanced from a dampening viewpoint. I wound up adding 2 more to mine for a total of 5 and there is very rarely a time now that the drum will bang against the cabinet. I put one additional shock in my sil's unit and it also improved the out of balance situation on her machine as well.
As far as your leak goes, look at the hose that goes from the dispenser to the drum. It connects to the drum on the upper leftt side at about the 10 or 11 o'clock position. It may have loosened up or may have a small hole in it. You can access it if you remove the dispenser if need be. You have to remove the top of the machine to see inside. If you want to remove the dispenser, there are screws that go thru the front plastic panel hidden by the drawer when in, so take it out and screws on the top of the dispenser. Remove them all and then slide it back in the cutouts in the cabinet sheet metal and it will come out.
Mark the hoses that connect at the back of the dispenser so when reconnected, the water will fill thru the correct channels.
Hopefully you will find the leak and have an easy fix. with the top off and the dispenser moved out of the way, if the leak is somewhere else, you should be able to see almost all of the front of the drum.
