Close to my favorite restaurant in the city, there is a parking garage that goes 3 storys below ground.
One day, I recognized the air ventalation systems and the massive about 2 feet thick doors seperating the first from the second level as well as several inch thick steel doors on all entrances. Pretty sure that thing was a shelter, mind you it's 5 minutes away from the city hall and only about 500m from the city center.
Saw several simmilar things in several citys. Not sure if there were simmilar concepts in the US.
