Hi Gary ... sorry; I don't do much Internet on the weekends. My system at home is still "dial-up" because of where I live. It's way too slow!!
The best thing for the cord would be to take the motor off and bring it in to an electric motor service place. They will clean up the motor, replace the cord with a 3-prong, and make sure everything's in fine working order. That's what I did with my Commander (remember the photos? the black cord?).
Now ... the problem with the agitation in the off position. The lubrication in the transmission could be really "thick" after not having been used all of these years. What I always suggest is that these machines get filled with hot water and then you let it sit for about 10 minutes without plugging it in. Then, plug it in and let it agitate on and off for a good half hour to really get that lubrication moving. Even leave the wringer on when doing this; there's lubrication there, too.
If this doesn't work to minimize the movement of the agitator in the off position, then you could have a problem with the agitator shaft and cam; the cam is not fully dropping from the shaft in the off position. You'll have to take it apart to figure it out.
Try the water thing, first. It will also help to make sure there are no leaks.
These machines were meant for use and after sitting unused for years, you have to "nurse" them back a little.
I didn't bring my serial number codes today; I'll remember them for tomorrow.
