I just got these. They were posted as the gas dryer works for $20 and the washer not working for free. Round trio was about 500 miles total.
I have not tested the washer and the seller didn't know what the issue was. He recently bought a house that had these in the basement. The previous owner told him it didn't work. There is a lot of oil on the underside.

The oil is from the lower transmission shaft seal.

As for the clutch, it’s quite possible that it will spin the tub and agitate at full speed. It’s the lower agitation speeds that may not function correctly.

On my '69 three speed machine, I swapped out the worn out multi-speed clutch out for a single speed clutch so I could use the washer when I originally found it, 20 years ago. When I went through the machine completely a few years ago, I swapped in an NOS two speed clutch and modified the wiring accordingly to control the 2 speed shifter.

Yay Justin I’m so glad you got this pair. This is one of my favorite pairs of GE washers and dryers and it was a good time. For GE washers and dryers as well

The perforated basket filter flow washers had been in production for about eight years by this time, and the quality had gotten better, you can see that the washer basket was redesigned with the holes near the top of the basket, mostly to help with the problem with deposited lint and scum from the spin drain system.

This was also the best agitator they ever had the standard capacity filter flow washers away from the slant vein type agitator.

At the museum, we have a 1966 model that utilizes all four speeds of this unique three and four speed clutch and ours worked fine on all four speeds although we haven’t used it in many years.

The weak parts of GE washers were of course transmissions always Tended to have seal leaks either top or bottom, you can also see that the inner basket ballast ring has gotten moisture in it and its rusting that’s what’s making the stains on the basket, but you can swap out the basket with another one. they’re still around or you may be able to patch it up and keep running with it . But overall, the build quality was better than the later machines. The porcelain was better on the outer tub. I also like that the counter balance weight was not a piece of concrete yet they still use that steel can that was filled with iron shavings.

It will be interesting to see what’s wrong with it. It may be a clutch problem as Ben mentioned GE sold a two speed clutch kit to replace the three and four speed clutches like Ben did. It would be interesting to take it apart and see if you could fix it if that’s even what’s wrong there’s many possibilities. You might just have a bad timer contact or any number of other possible problems I still have some parts around for these washers. Let me know if you can’t find what you need.
