Pretty much yes. I'd never use Normal cycle on a top loader. I'd select whites or something similar and adjust soil level. Normal has dumbed down water temps and reduced water usage.

plus on some model if i base myself on my curent daily driver maytag topload mvw 6230hw2 normal has no deep water wash option auto sense only also known as deep fill depending on your model

If I do use the normal cycle, I'd be sure to select deep rinse, period. I'd use deep rinse since I use softener anyway.
