I still have clips attached, I will look at my small shelf again but I don't recall any "rods" attached or anywhere near this shelf.
 
Could very well be they were missing from your fridge when you got it.  
 
Got a 1956 Hotpoint owner's manual on ebay. Here's a picture from it showing the small upper shelf and the support rods attached to it. I know the pic isn't very good but you can still see what Im referring to. [this post was last edited: 3/13/2017-12:53]

Looks similar to the ice tray shelves used in GE/HP freezers.  Maybe the freezer could provide clues?

 

Travis, if washing machines can claim to be high efficiency by offering optional settings to achieve that, why couldn't a fridge have an on/off switch for the butter conditioner?  Isn't the soft/hard setting essentially an on/off switch anyway?
 
OK, here's what those "rods" are

The "rods' you are talking about are not two support rods but one C shaped bar that is attached to both ends of that shelf. I'll post a picture of my small shelf shortly.
 
The owners manual does state to "disconnect the supporting bracket on the left side where it joins the liner top" to remove the shelf.
