That website has a configuration problem, their SSL certificate expired more than 18 months ago (1/3/2022). Seems unlikely their product is of much quality if they can't keep their website supporting structure working properly.
Sodium hypochlorite and Sodium dichloroisocyanurate (aka chlorine bleach) are powerful disinfectants and thus in countries where chlorine bleach (eau de Javel) isn't used regularly for laundry it is widely used for cleaning, sanitation and sterilizing. Dry chlorine bleach (Sodium dichloroisocyanurate) is more shelf stable than liquid so there you are.
In UK common brand of chlorine bleach based product is are sterilizing tablets and liquid sold under brand name Milton.
Indeed all over world you'll find various forms of dry chlorine bleach in different concentrations used for cleaning and sanitizing range of things.
Besides its disinfecting and sanitation properties sodium hypochlorite attack protein (which is one way they accomplish this), which makes the stuff a good choice for say automatic dishwashing products because will aid in breaking down protein based soils on dishware. Enzymes will also do same but come with less downside risks, hence you rarely see domestic dishwasher detergents with chlorine bleach anymore.
Because chlorine bleaches attack protein they cannot be used on wool or silk.
