That is GE's upside down dryer...it mounts on a stand with a portable washer beneath it. I have a NOS one in my basement. They are pretty expensive for what you get. They were paired with the dreadful Franklin style portable washer with the angel wing agitator. Horrible washer from the get go. That dryer is shown in it's normal position. Controls are on the bottom edge of the dryer.
You would think that they would have at least put the dryer on some type of table or built up a shelf of some kind so you wouldn't have to reach down to the floor every time you turned the dryer on.
I had that kind of dryer in an apartment once; it was mounted over a full-sized Filter-Flo washer. I thought it was a clever solution to the problem and the dryer worked well for its size.
