I think that since it has the separate spinner does not have necesserely to be bolted...
Quite funny to find a tumble machine with glass door and a typical, kinda automatic, configuration that won't spin  and isn't fully automatic.... the early machines with no suspension had to be bolted as Tom Said but it was mostly for spin cycle...
I've seen twin tub models from AEG and Miele that despite being tumble machines would of course have separate spinner, but never a H axis tumble  machine with a typical "automatic configuartion" that would have to spin separately....
I guess it would wash and rinse automatically though...
 
Not convinced this is a washer .......

If you have a close look at the top drum the holes look more like a dryer so is it possible this is a drying machine ?? IE spin first and tumble dry after.

Can anyone throw any more light on this as it looks very intriguing.

I can see a fill hose on the top (BTW is that bread/pizza dough and  flour  sprinkling what I see  over it?? Are they using it like a pastry surface??? LOL)  anyway to me looks like a typical vintage washer drum...but may even  be possible that is  a dryer with  the spinner and hose is for a spin rinse?  Very Unlikely anyway...
Some early machines didn't have detergent drawers,then I can see a thermomether so it must be for the water...never seen a dryer with  a thermometer like that,  and of course  it would not have much sense and use in a dryer...
I'm quite sure it's a washer...

"Price is negotiable, the exposed price is not correct!" Oh good! The price was simply  crazy. The value would be no more than 300 euro for me, 400 at most...then they're not even sure it works...
The machine is an Eudora as they state in description, 3kg load, with supplementar/extra spinning drum...
"supplementar/extra" so it's a plus for a supplementar water extraction, or you have to wash and rinse and then you spin in the other thing?
If the wash drum do spin also it  has to be bolted then...that machine has clearly no suspensions, even true it handle only 3kg though...so who knows...if it's heavy enough may even not need it..

Another consideration, do it works with 380 volt? ( european industrial voltage?) You know I'm not quite sure I can see well, but looks like in the electric tag  in the heating voltage space there is written 380 and not 220/240...then the amperage..  Initially I can read 46, but can't be 46 nor for 115,  220 and so neither for 380, so I assume is A: 4.6.... but 220 x 4.6= 1012 watts (1104 if 240 volt) looks like a  little wattage for an heating element of a washer,  or more likely: 4.6 x 380= 1748 watts... that makes more sense
Also motor....Amperage 1.3 for wash motor and 0.4 for spinner..
It can't be around 300 for wash motor ..but if we apply the amperage to the higher 380 tension we have, wash motor  490 watts and even spinner basket motor amperage makes sense then...

You are far more eagle eyed than I am as I never noticed the fill hose on the top and your right it does look like a temp thermometer but it could be wet or dry who knows as its a Eudora it must be European....lol

Regarding the voltage

Here is Austria there is something crazy with the apartments.
Even if you have an old 60s apartment you have 3phase power!
I live in a small 43m apartment and I have 3phase ! Also its common people having stoves in 380v !! sounds crazy for me!
Now regarding that machine, yes the price is negotiable. I dont think that will cost more than 2-300 euro.

I would love to see that machine on action. I will try to call the seller on weekend.

A front loading twin tub that heats. Good Grief. Will wonder never cease? After the initial shock, when you take a minute to reflect, ya start to think: it had to be out there somewhere, a front-loading Twinnie. If there's been another one out there, I've forgotten.

Looks like something you'd dream up, and maybe sketch, but there it is, in the flesh. Amazing!

"Motore"

The German plural for motor is Motoren. They probably just ran out of room for the final "n". This machine would have two motors. It would be nice to see a close-up of the controls. That would tell us if it's a spinner-dryer or a washer-spinner.
 
I noticed that too....

Maybe it's a typical Austrian  German word for Motor, in austrian german becomes "motore" like in italian... just wondering...... we've to note as english changes  from British english, US english etc...so maybe in correct Austrian German word (being Eudora from Wien) for  motor is motore..
Or maybe it was a typo and they forgot an N...since it was referred to two motors,  wash motor and spinner...so Motor becomes "Motoren" for plural... and it was a typo ..
All the plate is in german...I do not think this was on purpose in italian...would not have sense...but who knows?
BTW never heard of Eudora machines sold largely in Italy if not in areas on the border with Austria and Switzerland, South-tyrol,  and "the Italian- Switzerland" as they call it So: "Canton Ticino" etc.... in Italy the Eudoras were then marketed as kenwood for some reasons..at least this is what I've read....

Interesting machine, but I reckon it's a washer. A dryer with a spinner makes little sense, but having the spinner underneath the washer - that does make sense. Maybe it's semi-automatic. There is a hose in the background that appears to be part of the machine and it doesn't look like a drain hose.

As to what is on top of the machine, if it isn't pizza dough it must be a shower cap. The machine looks quite small judging by the size of the human foot next to it.
 
I would be tempted myself by this as it's only 400 km from me. This video is of a machine of the same brand but it looks like my little Bendix compact washer:
