just picked up a RCA washer froma friend of mine it has been know to be overloaded no the tub rocks back and forth previous owner seems to think that bands at the top of tub r broken any ideas guys?

RCA Whirlpool? Very vintage, I think they stopped using the RCA in '68, IIRC.
Those machines had the outer tubs suspended and buffered by cables.
There is a snubber in the right rear under the hood that sort of balances the whole thing. Take the lid/control panel assembly off the top(unplug first) and see if this snubber thing is actually holding the tub in place.

This sounds like a GE or Hotpoint product RCA washer.
RCA now owned by GE
This sounds like the bands are broken. This is typical of GE design washers - fortunately, they are cheap and easy to replace.

Any place that sells appliance parts will have them. Very easy fix. Pull the front off, you'll see 2 screws that you remove to lift the top off. Then you'll see the bands and how they are attached.
