just picked up one of these WP dryers with the belt driven blower placed horizontal in the bottom-just wondering if these are considered to be decent-one I got has window and steam,does not heat.

Yes,
they dry well, but need to be kept free of lint. The lint screen folds in two, and isn't that large, so the plenums can clog sooner than with the top mounted screens and rear blowers, or the vertical front mounted blowers. Kids have one.

IIRC, the design was touted, at least for some models, as having higher airflow velocity to allow for longer exhaust ducting.

IMO, no. I've seen 2 of them catch on fire, one gas, one electric. I've seen a couple that the pulley unscrewed from the blower shaft. There are much better dryers out there!
