I’ve been pretty lucky or maybe skilled at eye-balling a load-size and my water level always seems to be on point…

Seldom do I need to add more water or search around til I can find something else to wash or add more clothes…

Judging water level/load size

I bought these tall narrow clothes hampers from Target. One loosely full hamper is a large but not crammed in load. I pretty much only wash full loads using the super setting on my direct drive Whirlpool. If I have to wash a small load like for example a couple skirts for my wife that can't go in the main wash, I'll switch the water level accordingly.
 
judging water level

I listen to the agitator going back and forth and if I hear it struggling, that's not enough. I then put my hand in the machine to check that the clothes that have been placed into the machine are covered in water.
