It is a surgilator! My mother had a Whirlpool when I was growing up and it was a great machine and washed well. Great roll over with the Surgilator.
 
That is indeed a Surgilator, with a Kenmore cap on it. Odd that I just saw this combination the other day in a Kenmore washer I received. In mine, both parts were clearly brought in from another machine.

The basket with the uninterupted row of bottom perforations versus the patches of solid then patches of perfs is an evolutionary change that Whirlpool made in the U.S. in the second half of 1981. I don't know when this was done on Canadian models, or if it even was, but it sounds like it may have occurred around the same time. In the U.S. this coincided with a significant change in the baseplate and outer tubs.

one of my favorite agitators

One of the best agitators, and one of my favorites in my opinion is the old belted Whirlpool Surgilators, and double-duty Surgilators as well as the Kenmore Roto-Swirl.
 
I had a Whirlpool that said Super surgilator and the machine had black buttons I think and the agitator had these three half moon wings on the bottom three of them kinda cupped and facing up.It was a great washer I got it for 50 bucks this was in 1999 and I have never seen one sense then.That was a great washer and lasted years till a fire burned it up..
 
Super Surgilator

The agitator pictured above is the Super Surgilator. The one with the half-moon-wings at the bottom is the Double-Duty Super-Surgilator. The regular Surgilator fins didn't extend past the base of the agitator.
