Kitchen Aid dishwasher continues to wash while draining

My kitchen aid dishwasher (KUD J230Y3) is leaving bits of food all over dishes, mostly on top but the bottom as well. I've cleaned out the drain line under the sink, looked at the check valve with the rubber flap, replaced the top rack with one from a donor machine. Water seems to be coming out both spray arms with good pressure and the machine is filling with plenty of water.
The one thing I noticed that didn't seem right though is as it is draining, it seems to be washing, with water coming out of the spray arms. Is this a drain pump issue? Or do I have a filter issue? I really can't get anywhere taking things a part on the bottom, beyond taking off the spray arm and the easily removable plastic circle filter.
I'd appreciate any suggestions.

The 23 series uses the Whirlpool Powerclean pump and has no real check valve flapper like the 21 and 22 series. It does have a white plastic check valve assembly that you can remove from the pump from under the machine. There is a check ball and flapper in there that may have something stuck in it.

Other things to check are these: Is the drain hose above the level of the top of the dishwasher? That creates a trap so water from the disposer or sink drain cannot back up into the machine which may be keeping the check valve from working properly. A malfunctioning air gap, if required in your area. and also, is the fine mesh filter under the lower wash arm intact and not missing or ripped in any way?

And while the pump reverses to drain, it can still send water up into the wash arms, but at greatly reduced pressure. This is normal and helps to back flush the fine mesh filter when draining

Thanks for the explanation about the water continuing to come out of the arm. I guess that's not the issue.
I took off and looked at the white check valve assembly and can see a flapper but no ball. What would the ball look like? Where is it in relation to the flapper? I ran water through it both ways and it seemed to be working correctly. But maybe if this is likely to be an issue, I should just buy that part? My donor machines, other Kitchen aids, and some ISE, don't seem to have that part, unfortunately.
Would the water level on the bottom of the dishwasher tell me any more what is going on? It's about a half inch above the black gasket all the way on the bottom and the water if I stir it might be a little dirty yet.
There are also food particles on the top of the filter under the wash arm. The filter is there and in good shape, no rips and fully intact. Also, as you can see in the picture, there is food particles on the top edge of the door. There seems to be good water pressure coming out of the upper wash arm. I've taken the top shelf off completely and watched the amount of water coming out the back spout by quickly opening the door and it seems a good amount.
The drain hose loops up to as high as the top of the dishwasher and I've cleaned that out.
I appreciate your help trying to solve this. It's a good machine I'd like to keep going.

I tested the check valve again at the faucet and realized that in fact there wasn't a good seal, water was getting through backwards. Ordered a new part. I hope to have good news and clean dishes soon. Thanks again.
