Could also be a clogged filter screen. In areas with hard water, the bottom of the screen can get all gunked up with calcium and lime deposits if not enough detergent is used.

Easy to see

One reason it may not be cleaning. With a bottom rack that badly damaged dishes would not stand up correctly and block the spray. That's if the rack doesn't sag and stop the arm turning.
