Does the detergent go in the basket, or down the center of the agitator? it seems doing the ladder makes a slimy mess at the bottom of it, so I no longer do that. the agitator is a Teal Shark fin type.

In the center of the agitator is good but it really does not matter on your style washer.
I just can't understand how the detergent can leave a slimy mess inside the agitator, if it is not resolving and rinsing away completely you are either doing something very wrong or the machine is very broken and cannot possibly be getting clothing clean and rinsed.

In one of the vintage brochures, Maytag indicated clearly that detergent go into the lint filter space. As with many Maytag owners, example: my sister, that buildup could be the result of never removing the lint filter to clean it.
Are you using powder or liquid detergent? Which brand? What water temps are you washing at?
I see you reside in Taxachusetts. Outside temps are swinging between the 20's and 30's so your incoming water temps are too low to properly dissolve detergent if washing in cold water.

I use both powder and liquid down the center of the agitator, but I never, ever do cold washes. Always warm or hot, and I've never had a problem as described in the OP.
Fabric softener is another matter entirely. My FWB loves to use softener and both the cup and the top section inside the lint filter where the softener gets flung against need to be rinsed/scrubbed out after he runs a load. I don't watch over him, but I think he doesn't even dilute the stuff.

I use Tide Powder detergent. ive noticed that the small load size does not fill up enough to properly wash away the soap. Ive never had build up putting liquid down the center. whenever i use cold, ill find powder chunks at the bottom of the basket, so i almost never use cold water.

I place the detergent directly under the water injector while filling.
the Small load setting barely, if at all, manages to have any water going through even the bottom of the filter or extra large capacity Maytag. No much of a problem with large capacity (standard capacity) models in my experiences over the years.
