As far as I know, US-specification washers run on 110V and use cold and hot water fill. The heater is designed to boost ambient hot water line temp up to a higher temp---it isn't designed to heat cold line water to say 60 C---and if it could perform this feat, it would take forever. On my modern Electrolux (2014), the heat engages if a sanitary cycle is chosen, or if there is inadequate 140 F hot water fill (say, two teenagers are in the shower and you need to run a load). In the latter case, it's still only heating from tepid or lukewarm---not from cold water line cold.
