Actually, there are more phosphates in human waste than ever used in laundry (preservatives in food are the culprit). If you're on a city water system (sewage treatment) the phosphates never make it to the rivers, lakes and streams. Most dishwasher detergents contain phosphates and always have. There was a rumor that Tide was going to add phosphates again to some formulas or for some markets in the U.S., anyone ever see anymore on this?
I have STPP (sodium tripoly-phosphate) powder to add to laundry, you can control the amount - less is needed for soft water - and it helps all detergents perform beautifully. You can order it online as some here have done, I buy it at a local chemical supply. 40 pound bag is about $40 and usually 1/8 cup is plenty for most loads - reduce detergent by the same mount of phos. added. I have friends who swear buy it, especially in their LG f/l washer.
