Yes, it appears that power cord was cut on washer. That seems rather odd for a unit that supposedly hasn't left seller's home.
During last year or so due to covid pandemic many people up and moved house. Selling for very little money, or just giving away large appliances that didn't want to, or couldn't take with them.
Am not saying it is true with this situation, but maybe seller got these units for free or cheaply, then was told by the co-op they couldn't have a W&D, so now they must get rid.
Here in NYC when building managers dispose of large appliances they usually do things to make them inoperable. Power cords are cut, bits removed... Can understand for fridges and freezers, but often for washers and dryers doors are taken off as well. Tellingly you don't find the doors sitting next to or near appliance....
Just last week spied a nice Bosch compact w & D set sitting next to an apartment building a few streets over. It was near rubbish bins, but not yet on curb for collection. While hoses were still attached to washer and power cord intact, doors had been removed from both washer and dryer. And no, neither wasn't anywhere near to be found.
If the cord truly has been cut on this Miele washer it should be *free*. While suppose an expert splice job would do, much safer to remove what remains of old cord and attach new.
On older Miele washers this was easy enough. Unless electrical connection box comes apart, has screws at bottom or something it's going to take opening up to of washer to get at connections.
Someone handy with appliance repair likely could manage it, but if Miele is sent for to do the job cost of parts and labor will easily be a few hundred USD.
