You could well be right about the 'fill and immediate drain' being softener regeneration.
My machine has grand ideas about mixing the final rinse water proportions of soft water to unsoftened water. The final rinse pressure to the upper basket is also too insipid in my opinion.
I personally preferred the older idea - completely softened final rinse water, with decent water pressure delivered to all areas of the cabinet, and allow the modern rinse-aids to introduce the sacrificial zinc component to mitigate glass corrosion.
